Country-level IQ averages circulate widely and are built on thin ground: small samples, unmatched age groups, translated items and decades between collection dates. Read them as a comment on sampling, not on populations.
What drives measured differences
Familiarity with timed multiple-choice formats, years of schooling, nutrition in early childhood and language of testing all move scores substantially. These are conditions of measurement, and they change within a single generation.
Why we norm inside India rather than against a global mean
Comparing a test taker against an international average imports every one of those confounds. Comparing them against people of the same age band, education level and area of residence removes most of the noise and leaves something closer to reasoning.
