What the classification labels mean
Labels like Superior and High Average are bands drawn on a continuous scale. They are shorthand, and the boundaries are conventions rather than natural divisions.
The usual bands
130 and above Very Superior, 120 to 129 Superior, 110 to 119 High Average, 90 to 109 Average, 80 to 89 Low Average, 70 to 79 Borderline.
The boundary problem
A score of 119 and a score of 120 differ by less than the measurement error of almost any instrument, yet they carry different labels. Treat the edge as blurred.
A better habit
Quote the percentile and the norm group. It carries the same information without the false precision of a category name.
