Norm-referenced testing, in plain terms
A norm-referenced test tells you where you stand relative to other people. A criterion-referenced test tells you whether you met a fixed standard. Both are useful; they answer different questions.
The reference group is the instrument
Change the group and every score changes. This is why a credible report names the group it used rather than quoting a bare number.
Where driving tests differ
A driving test is criterion-referenced: there is a standard, and you either meet it or you do not. Nobody fails because other candidates drove better that morning.

Questions people ask
Is norm-referencing unfair to some groups?
It is the opposite: comparing within a matched group removes differences in exposure rather than scoring them as ability.
Can I change my norm group?
Only by correcting your details. The group follows your date of birth, education and area.
